It's time to start planning your exchange
Join a group of cities that will be fully accompanied on their journey to prepare their City-to-City Exchange application. The cities will be guided through a clearly defined and well-supported preparation process.
What support can I receive?
After signing up for the assistance service, prospective applicants can access a wide range of supports:
- Eligibility pre-check: Validation that your institution and topic are eligible.
- Matchmaking: Suggestions and introductions to relevant peers, publication of your search for peers on the Portico Urban Matchmaker.
- Methodological support: Advice on the design of your exchange.
- Final checks: Help to avoid common mistakes or technical issues when submitting.
What are the possible topics for an exchange?
Exchanges can cover any topic related to Sustainable Urban Development. Here are a few examples of exchanges already approved:
- Harnessing digitalisation for citizen engagement
- Improving urban mobility and traffic congestion
- Valorising mining heritage for sustainable tourism
- Establishing cost-rental housing structures
- Comparing regeneration approaches for port cities
- Leveraging EU funding opportunities for Sustainable Urban Development

Get assistance
Participation in the assistance service is optional for cities that need extra support to develop their applications. We particularly encourage small cities, cities in less developed regions, and cities taking their first steps into the world of EU networking to take advantage of this service.
The official call for City-to-City Exchange applications is open 365 days a year, and cities may prepare and submit applications at any time. Any prospective applicant can request a bilateral consultation with the EUI Capacity Building team, publish their search for peers on the Portico Urban Matchmaker, or send their questions to capacitybuilding@urban-initiative.eu.
