Urban voices speak out: key challenges and needs in EU cities

The 2024 survey was conducted from 6 June to 12 July and received 364 responses from 104 cities in 25 EU countries, with notable contributions from Poland, Portugal, Spain, Hungary and Italy. Notably, 71% of respondents represented city authorities, many from smaller cities. This highlights the importance of addressing the specific needs of smaller urban areas.

Key findings from the survey included a high level of engagement with EU funding for sustainable development, although many cities expressed a need for more accessible information on EU initiatives. 

The survey identified three main thematic priorities: mobility, climate adaptation & energy transition, and affordable housing & social inclusion. On mobility, respondents emphasised active mobility, walkable cities and cycling infrastructure. For climate adaptation, respondents highlighted resilient infrastructure and renewable energy. Affordable housing focused on increasing social and public housing for vulnerable groups.Operationally, cities highlighted the importance of strategic planning, citizen engagement and financial sustainability.

These priorities reflect a roadmap for future urban initiatives, highlighting both thematic needs and operational areas such as policy design and inclusive governance. The final report, expected by the end of October, will be presented at EURegionsWeek.
